My talk will delineate the challenges that had caused the India growth story to falter and decline this decade. The COVID crisis has only accelerated the decline in that growth story. For India to secure sustained inclusive growth there needs to be a change in the output composition of growth. But effecting that change requires confronting formidable economic and social challenges, which present political ideologies are either unwilling or unable to embrace



DR. RATHIN ROY

Dr. Rathin Roy is the Managing Director, Research and Policy of the Overseas Development Institute, London since 1st September 2020; Member, Financial Sector Regulatory Appointments Search Committee (FSRASC);; and Distinguished Honorary Professor at IIT Kanpur. With postings in London, New York, Kathmandu, Brasilla and Bangkok, he has worked as an Economic Diplomat and Policy Advisor with UNDP, focusing on emerging economies. He has taught at the Universities of Manchester and London and served as Economic Adviser with the Thirteenth Finance Commission and as a Member, Seventh Central Pay Commission, Government of India; Member on FRBM Review Committee, Government of India and Member, Economic Advisory Council to the Prime Minister of India.

Dr. Roy is Member, India Advisory Committee, United Nations Environment Programme (UNEP) Inquiry into a Sustainable Financial System, Member on the Meta Council on Inclusive Growth, World Economic Forum, Geneva.

Dr. Roy’s policy interests and publications have mainly focused on fiscal and macroeconomic issues pertinent to human development in developing and emerging economies. Dr. Roy has written extensively on fiscal space for human development, inter-government fiscal issues, fiscal marksmanship, macro-economic conditionality and IMF Article-IV policy analyses.

Dr. Roy holds a Ph.D and an M.Phil in Economics from the University of Cambridge, an MA in Economics from the Jawaharlal Nehru University and BA (Hons) in Economics from St. Stephen’s College, University of Delhi.

His past positions include: Director and CEO of the National Institute of Public Finance and Policy New Delhi, in the rank and pay of Secretary to the Government of India (2013-2020); Director and Regional Manager Asia Pacific Regional Centre, United Nations Development Programme Bangkok (2012-13); Director International Policy Centre for Inclusive Growth, United Nations Development Programme, Brasilia, Brazil (2009-2012); Economic Advisor in the Thirteenth Finance Commission, Government of India, New Delhi in the Rank of Joint Secretary to the Government of India (2008-2009); Cluster Public Finance and Macroeconomics and Public Finance Advisor, Poverty Group Bureau for Development Policy in the United Nations Development Programme, New York (May 2002 - May 2008); Academic Director and Associate Professor, Department of Economics, SOAS, University of London (1998-2000); Policy Economist, University of Manchester (September 1993- July 1995); and Portfolio Manager, Investment Banking Division, Grindlays Bank, Mumbai (1988-90).
